I purchased a plot in 1987 at Rukmaninagar, which falls under the Valasaravakkam jurisdiction today. An approval for constructing a house was obtained in 1993 along with a patta.

OSR and other applicable charges were paid for.

While the construction was in progress, an approval for extension and slight modification was secured in 1995. The first floor was later constructed in 2002/3 after receiving necessary approvals.

It was presumed that an approval for the construction carries an implied approval of the land as well. Is it necessary to apply for a plot approval presently?

Yes. You have to get your plot regularised under the present scheme of the Government. The approvals obtained for the building and charges paid therefore will not imply that the plot on which the construction was put up is also approved.
